Planning Application

A planning application is a formal submission to the planning authority seeking permission for proposed development or a change of use.

A submission normally includes application forms, drawings, ownership information and the required fee, with additional reports or statements where the proposal or site demands them. The City of Edinburgh Council's planning application guidance explains the submission process, validation requirements and fees for applications in Edinburgh.

The planning authority assesses the proposal against the development plan and relevant considerations such as design, neighbouring amenity, transport and historic character. The Council provides further guidance on material planning considerations, while its Edinburgh Design Guidance sets out expectations for the design of development in the city. Approval may include conditions that must be addressed.

A planning application is separate from a building warrant application. Consistent drawings should be maintained across both processes so that the consented design and the technical construction package do not quietly diverge. The Scottish Government's building warrant application guidance emphasises the importance of submitting a complete and coordinated design.
